Archaeologists investigating mass infant burial at Roman villa

London, England (CNN) -- English archaeologists said Friday they are trying to figure out why 97 babies were buried around a Roman-era villa that may have been used as a brothel.

Because childbirth in Roman times was more dangerous than it is today, infant mortality was high and infant burials are common at Roman villas. However, the massive number found at the site in Buckinghamshire, just northwest of London, is far higher than at any other Roman villa in Britain, the Buckinghamshire County Council said.

Recent examination of the Roman-era bodies shows "the infants almost all died around the time of birth, suggesting this may be an example of deliberate infanticide," the council said.

That was legal in Roman times if the mother was a slave, and a large number of deliberately killed babies may show someone wanted to keep the mothers working, it said.

The villa was occupied for several hundred years during the Roman era, and there is a theory it may have been used as a brothel, which would explain the high number of unwanted babies, the council said.

There is also a theory that the building was an imperial supply depot with many literate workers, since a large number of writing implements were found at the site, along with a high number of kilns for drying corn. If those literate workers were mostly women, they may have been forced to kill their babies and keep working, the council said.

Yewden Villa, as the site is known, was first excavated in 1912. It was later covered over and is now a field. The report on the dig didn't appear until 1921 because World War I got in the way, the council said.

A community archaeology project recently started looking at the 1912 finds, most of which had never been examined, hoping a century's worth of new research may shed new light on them, the council said.

The 1921 report, which was published in the national journal Archaeologia, described the grounds as "positively littered with babies."

"A few were laid at length, but the majority were evidently carried and buried wrapped in a cloth or garment, huddled in a little bundle, so that the head was almost central, and the knees above it," the report said.

"As nothing marked the position of these tiny graves, a second little corpse was sometimes deposited on one already in occupation of a spot, apparently showing that these interments took place secretly, after dark."

Most academics agree that large Roman villas were built and used by a small but extremely wealthy section of the society that lived in the area between the first and fourth centuries AD, the council said.

They were used as both residences and administrative and servicing centers, it said.

Adults had to be buried outside a settlement when they died, but that rule did not apply to infants, the council said.

UK retail sales fall in September

UK retail sales fell again September, the second month in succession they have declined, official data has shown.

Sales last month were 0.2% lower than August, led by falls in clothing and car fuel sales, said the Office for National Statistics (ONS).

The ONS also revised down August's decline, saying sales that month slipped by 0.7% compared with its original calculation of 0.5%.

The data comes as a number of retailers have warned of weak trading conditions.

Three such warnings have come this week from Debenhams, Argos-owner Home Retail Group, and sportswear chain Sports Direct.

The ONS said that compared with the same month last year sales in September were 0.5% higher. However, this was below analysts' expectations of a 1% rise.

BAE faces 'modest' hit from UK defence cuts

BAE Systems has said that the impact on its business of the UK government's defence cuts will only be "modest".

While the defence group has been hit by some cuts - such as the retirement of the Harrier jet - a number of its manufacturing contracts will continue.

These include the two new aircraft carriers for the Royal Navy, of which BAE is a lead member of the consortium that is building them.

Outside of the UK, BAE said it was enjoying strong business in the US.

Credit Suisse profits hurt by weak market

Credit Suisse's profits fell 74% in the third quarter, thanks to choppy stock markets hitting its investment bank.

The Swiss bank earned 609m Swiss francs ($630m, £400m) during the three months, down from 2.4bn francs a year ago.

Investment banking revenues fell by 30%, mainly because of low client activity in the group's equity advisory and underwriting businesses.

Stock markets took a battering over the summer because of fears over eurozone debt and a US double-dip recession.

Casey Stoner has won the Australian MotoGP at Phillip Island for the fourth successive year.
Having earned pole position on his 25th birthday on Saturday, the Australian Ducati rider led from start to finish to seal the win in superb fashion.
Stoner opened up a 1.5 second gap between himself and newly crowned MotoGP world champion Jorge Lorenzo within the first lap.
He eventually finished 8.598secs ahead of Lorenzo, with Valentino Rossi third.
Rossi, the 2009 world champion from Italy, stole in to finish third courtesy of a bold overtaking manoeuvre on United States rider Nicky Hayden in the final lap of the race.

The star went on to describe himself as a pop icon and "soldier for culture".

He said there were so many people who would never have their voices heard, that he'd "do it for them".

The singer is credited as a director for the 35-minute film, which features portions of nine new Kanye West songs.

Els Clottemans, aged 26, faces between three years and life in prison.

On Wednesday, a jury heard how she cut key parts of the parachutes of Els Van Doren, 38, because she was jealous of her relationship with a male skydiver.

Ms Van Doren fell 1,000m (3,200ft) to her death in November 2006. Clottemans denied the charges.

India malaria deaths hugely underestimated, says report

The number of people dying from malaria in India has been hugely underestimated, according to new research.

The data, published in the Lancet, suggests there are 13 times more malaria deaths in India than the World Health Organization (WHO) estimates.

The authors conclude that more than 200,000 deaths per year are caused by malaria.

The WHO said the estimate produced by this study appears too high.

The New Constitution of Nepal still Uncertain

Six months after the extension of the Constituent Assembly (CA) deadline for one more year, the political leaders and constitution experts paint a bleak picture on the prospects of the country getting a new constitution. They say if the leaders continue lacking a sense of urgency, the CA would not be able to promulgate the new constitution in the next six-month timeline.

“The six months have passed without any substantial progress, so there is no room to express satisfaction," said Nilamber Acharya, chairman of the Constitutional Committee (CC) of the CA. "If the parties continue the same tendency, the country will not get the constitution in time.”

The high-level taskforce headed by UCPN (Maoist) Chairman Pushpa Kamal Dahal has settled some of the contentious issues of new constitution such as citizenship and language. However, the parties are yet to sort out differences on several other vital issues like forms of governance and mapping of the federal states. Besides, the works of the taskforce have also been questioned by some lawmakers.

CC Chair Acharya and some lawmakers have expressed their dissatisfaction over the formation of the taskforce stating that it is beyond the jurisdiction of the CA. On Tuesday, some lawmakers urged CA Chairman Subas Nembang not to extend the duration of the taskforce. The taskforce is scheduled to hold a meeting on Wednesday after the gap of two weeks due to the Maoist plenum.

Five-month-long deadlock on government formation and souring relationship among the parties due to the budget issue have raised doubts about timely promulgation of the constitution. Prime Minister Madhav Kumar Nepal had resigned from office five months ago, but a new government is still nowhere in sight. Another key issue linked with the constitution drafting process—integration and rehabilitation of the former Maoist combatants—has failed to make pace despite the compressed deadline of UNMIN's exit [Jan 15, 2011].

Constitution expert Purnaman Shakya said it is time the political leaders feel the sense of urgency.

On May 30, two days after the extension of CA by one year, CA Chairman Nembang had said they would prepare a time-bound action plan to draft the constitution within nine months of the extended period. He had also talked about issuing a white paper about the delay on constitution drafting.

Political leaders concede their doubt over the prospect of the country getting the new constitution on time. “We set a work plan but failed to implement it,” said CPN-UML leader Pardip Gyawali. “If the same pace continues, there are no grounds to expect a new constitution in time.”

The Constitutional Committee, which has the responsibility to prepare a draft of constitution, is jobless for months as different thematic committees failed to forward their reports.

Speaker Nembang, who is helpless against political wrangling, is also worried whether the leaders are serious about resolving the deadlock over constitution writing. He has expressed serious exception to the foreign trips of Prime Minister Madhav Kumar Nepal and other political leaders at a time when they had to engage in a serious and result-oriented dialogue. “The time is running out," said Nembang. "The parties should be serious about drafting the constitution on time.”

प्रतिवेदनअनुसार महिना भुक्तान भएर दुई महिना नाघिसक्दा पनि पारिश्रमिक नपाउने पत्रकारको सङ्ख्या १४ प्रतिशत पाइएको प्रतिवेदनमा उल्लेख गरिएको छ । त्यस्तै श्रमजीवी पत्रकार ऐनले ८५ प्रतिशत श्रमजीवी स्थायी हुनुपर्ने व्यवस्थाको कल्पना गरे पनि नेपालका श्रमजीवीमध्ये २१ प्रतिशतले मात्र स्थायी नियुुक्ति पाएको छ ।

श्रमजीवी पत्रकारका साथै समग्र सञ्चार उद्योगको अवस्थामा सुधारका लागि न्यूनतम पारिश्रमिक निर्धारण समितिले आफ्नो भूमिकालाई अझ प्रभावकारी ढङ्गले अघि बढाउने अल्पकालीन र दीर्घकालीन योजनाका साथै नीति तथा कार्यक्रम तय गरेको प्रतिवेदनमा उल्लेख छ ।

श्रमजीवीलाई न्यूनतम पारिश्रमिक उपलब्ध नगराउनु भनेको कानुनको उल्लङ्घन र श्रम शोषणको नमुनाको रुपमा लिन सकिने भए पनि व्यावसायिक योजनाबिना नै सञ्चार प्रतिष्ठानको स्थापना, कमजोर व्यवस्थापन, संस्थागत विकासको अभाव, कानुनी जटिलता मात्र नभई श्रमप्रतिको उपेक्षा र कानुनको अवज्ञा गर्ने प्रवृति पनि उत्तिकै जिम्मेवार रहेको प्रतिवेदनमा जनाइएको छ ।

प्रतिवेदनमा नियुक्ति र न्यूनतम पारिश्रमिक भुक्तानीको व्यवस्था कार्यान्वयन नगर्ने सञ्चार प्रतिष्ठानलाई प्रेसकाउन्सिलको ‘क’ वर्गको वर्गीकरणमा समावेश नगर्ने र सरकारबाट प्रदान हुने लोककल्याणकारी र अन्य सबैखाले विज्ञापन र सुविधामा रोक लगाउने व्यवस्था कार्यान्वयन गरिनुपर्नेमा जोड दिइएको छ ।

प्रतिवेदन ग्रहण गर्दै सूचना तथा सञ्चारमन्त्री शंकर पोखरेलले श्रमजीवी पत्रकार ऐन र न्यूनतम पारिश्रमिक ऐन सरकारले जुन गतिका साथ कार्यान्वयन होस् भन्ने अपेक्षा गरेको थियो, त्यसअनुसार अघि नबढेको बताए । मन्त्री पोखरेलले सञ्चार गृहलाई व्यावसायिक ढङ्गले ऐन नियमको परिधिभित्र रहेर अघि बढ्न सुझाव दिए ।

हावाई आक्रमणमा २० तालिवानी लडाकुहरुको मृत्‍यु

अफगानिस्तानको दक्षिणी हिंसाग्रस्त प्रान्त हेल्मन्डमा दुई अलगअलग हवाई हमलामा ८ जना कमान्डरसहित २० जना तालिवान विद्रोहीको मृत्यु भएको त्यहाँको प्रान्तीय प्रशासनले मंगलबार जनाएको छ।
उक्त हमला आइतबार थुप्रै संख्यामा तालिवान लडाकूहरु कजाकी जिल्लाको एक घरमा भेला भएका बेला भएको बताइएको छ। घटनामा तालिवानी छायाँ गभर्नर मुल्ला अब्दुल कुआम तान्दार तथा अन्य २ कमान्डर मुल्ला खान मुहम्मद र मुल्ला युनासलगायत १३ जनाको मृत्यु भएको थियो। अर्को आक्रमण नाद अलि जिल्लामा हुँदा ४ जना तालिवानी नेताको मृत्यु भएको थियो। ती विद्रोहीहरु अफगान तथा नेटो सेनाविरुद्ध आक्रमणको योजना समन्वय र कार्यान्वयन गर्ने नीति निर्माण तहका नेता भएको पनि बताइएको छ।

कम्बोडियामा राष्ट्रिय शोक

(एजेन्सी), क्याम्बोडियाको नोमपेन्हमा सोमबार राति एक ठूलो पानी महोत्सवमा मनोराजनका लागि भेला भएको विशाल भीडमा भागदौड मच्चिँदा कुल्चिएर करिब ४ सय जनाको मृत्यु भएको छ।

ठूलो संख्यामा मेला भर्न आएका व्यक्तिहरुबीच भएको भागदौडमा मृत्यु हुनेहरुको संख्या मंगलबारसम्म ३ सय ७५ पुगेको बताइएको थियो। वार्षिक रुपमा मनाइने तीन दिनको उक्त महोत्सवको अन्तिम दिन भेला भएका लाखौं सहभागी एउटा साँघुरो पुलमा खचाखच भरिन थालेपछि भएको उक्त दुर्घटनामा सयौं जना घाइते भएको अधिकारीले बताए।

प्रधानमन्त्री हुन सेनले यो विनाशकारी दुर्घटनालाई सन् १९७५-१९७९ अवधिको खमेररुज शासनकालमा एक तिहाइ क्याम्बोडियाली जनता मारिएको आतंकसँग तुलना गर्नुभएको छ।

पानी महोत्सवमा लाखौंको सहभागिता रहेको र निकै साँघुरो पुलमा ठूलो संख्यामा मानिस जाने क्रममा पुल भाँचिन लागेको हल्ला चलेपछि भएको भागदौडमा उनीहरुको ज्यान गएको थियो। प्रधानमन्त्री हुन सेनले सो घटना दुःखदायी भएको उल्लेख गर्दै भन्नुभयो- पोलपोटको शासनकालपछिको यो सबैभन्दा ठूलो दुःखद घटना हो।

उहाँले बिहीबार क्याम्बोडियाले राष्ट्रिय शोकको दिनका रुपमा मनाउने घोषणा गर्नुभयो। उक्त दुर्घटनामा ४ सय १० नागरिक घाइते भएका त्यहाँका सरकारी प्रवक्ता कान्हारिथले जानकारी गराउनुभएको छ। धेरैजसोको मृत्यु निस्सासिएर र भित्री चोटका कारण भएको उहाँले बताउनुभयो। मृत्यु हुनेमध्ये दुई तिहाइ महिला रहेको जानकारी उनले दिए। सयौं नातेदार हराएका आफन्तको खोजी र पहिचानका लागि शहरको क्याल्मटे हस्पिटलमा जम्मा भएका छन्।

प्रचण्डद्धारा आफ्नो राजनीतिक प्रतिवेदन पेश

मङ्सिर ७ गोरखा (पालुङ्टार)। एकीकृत नेकपा माओवादीको गत तीन दिनदेखि जारी विस्तारित बैठक अर्न्तगत मंगलबारको बन्दसत्रमा अध्यक्ष पुष्पकमल दाहाल प्रचण्डले आफ्नो राजनीतिक प्रतिवेदन पेश गरेका छन् । अध्यक्ष प्रचण्डले आफ्नो प्रतिवेदनमा रुपान्तरण, एकता र क्रान्तिको कार्यदिशा समावेश गर्नु भएको प्रवक्ता दीनानाथ शर्माले जानकारी दिएका छन् ।

मंगलबार बिहान नौ बजेदेखि सुरु भएको बन्द सत्रमा अध्यक्ष दाहालले आफ्नो प्रतिवेदन पेश गर्दै सबैले आफ्नो गल्ति र कमजोरी महसुस गरी रुपान्तरित हुन आग्रह गरेका छन् । क्रान्तिको कार्यदिशा पूरा गर्न पनि पार्टीमा एकता जरुरी रहेको बताउँदै प्रचण्डले जनवादी र लोकतान्त्रिक विधिबाटै पार्टी भित्रका विवाद समाधान गरिने समेत बताउनुभएको प्रवक्ता शर्माले जानकारी दिए । सोमबारको बन्द सत्रमा फरक मतका प्रस्तोता उपाध्यक्षद्वय मोहन बैद्य र डा.बाबुराम भट्टराईले उठाएका विषयमा पनि प्रचन्डले संक्षिप्त रुपमा जवाफ दिएका थिए ।

विस्तारित बैठक स्थगित भई प्रस्तुत तीनवटा राजनीतिक प्रस्तावमाथि राज्य समिति सदस्यबीच समूहगत छलफल सुरु भएको पार्टी प्रवक्ता दीनानाथ शर्माले जानकारी दिए। मंगलबारै सम्पन्न स्थायी समितिको बैठकले समूह विभाजन गरी आवश्यक छलफलपछि प्राप्त सुझावलाई तीनवटै प्रस्तावका एक/एकजना प्रतिनिधि र छुट्टै सुझाव भएमा थप एकजना प्रतिनिधिलाई आ-आफ्नो धारणा राख्न दिने कार्यसूची समेत तय गरेको छ ।

बुधबार बिहानदेखि पुनः सुरु हुने विस्तारित बैठकमा सुझाव प्रस्तुत हुने बताईएको छ ।

अध्यादेशमार्फत झण्डै साढे तीन खर्बको बजेट प्रस्तुत

चार महिना ढिला भएपनि बजेट अध्यादेशको रुपमा प्रस्तुत गरिएको छ राष्ट्रपतिद्वारा जारी गरिएका चारवटा भिन्ना भिन्नै अध्यादेशहरुमार्फत ल्याइएको बजेटको मुख्य विशेषताहरु अर्थमन्त्री सुरेन्द्र पाण्डेले शनिबार सार्वजनिक गरेका छन्। पेश गर्ने प्रक्रियाबारे सरकार र प्रतिपक्षी माओवादीबीच कुरा नमिलेपछि शुक्रबार राती संसदभित्र बजेट भाषण गर्न पुगेका अर्थमन्त्रीमाथि माओवादी सभासदहरुले हातपात गरेका थिए। लगत्तै आधा रातमा सरकारले संसदको अधिवेशन अन्त्य गरी अध्यादेशमार्फत बजेट ल्याउने निर्णय गरेको थियो।

सिंहदरबारस्थित राष्ट्रिय योजना आयोगको सभाहलमा अर्थमन्त्री सुरेन्द्र पाण्डेले भाषण गरिरहँदा बजेट साविकभन्दा १२८ दिन ढिला भइसकेको थियो। तर त्यहाँको माहौल उक्त ढिलाईले अर्थतन्त्रलाई पारेको असरलेभन्दा बजेट ल्याउन खोज्दा संसदमा भएको बबालले गह्रुंगो बनेको सहजै अनुभव गर्न सकिन्थ्यो।

बजेट ल्याउनुअघि सरकारले संविधान संशोधन गर्न संसदमा विधयेक दर्ता गर्ने बताइएको छ।

सरकारलाई बजेट ल्याउने बाटो खोलिदिन सत्तारुढ दुई मुख्य घटक र प्रमुख प्रतिपक्षीले अन्तरिम संविधान संशोधन गर्ने निर्णय गरेका छन्।

संशोधन लगत्तै सरकारले मंसीरको पहिलो साता गत वर्षकै कार्यक्रमहरुलाई निरन्तरता दिँदै पुरक बजेट ल्याउने छ।

माओवादीले बजेट ल्याउन मन्जुरी दिएपछि संविधान संशोधन गर्नु पर्ने उसको मागमा सत्तापक्ष मन्जुर भएको हो।

बजेट ल्याउने प्रकृयाबारे सहमति खोज्ने जिम्मा पाएका माओवादी, नेपाली कांग्रेस र नेकपा एमालेका भूतपूर्व अर्थमन्त्रीहरुले उक्त निर्णय लिएका हुन्।

सभामुख, संविधानविद र अर्थमन्त्रीसँगको परामर्शपछि लिएको निर्णय सुनाउँदै एमाले नेता भरतमोहन अधिकारीले भने, “संविधान संशोधन गरी सहमतिमा बजेट ल्याउने निर्णयमा पुगेका छौं।

दस जोड दुइ संचालित बिद्यालयहरुमा कम शैक्षिक योग्यताका शिक्षकहरु भएको खुलाशा

जिल्लाका अधिकांश दस जोड दुइ संचालित बिद्यालयहरुमा कम शैक्षिक योग्यता भएका शिक्षकहरुले अध्यापन गराउने गरेको तथ्य खुलेको छ । एक गैरसरकारी संस्थाले गरेको सर्बेक्षेणबाट यस्तो तथ्य खुलेको हो ।

उच्च माध्यमिक शिक्षा परिषदले उच्च माध्यमिक बिद्यालयमा अध्यापन गराऊन अनिबार्य रुपमा स्नातकोत्तर उतिर्ण गरेको हुनुपर्ने प्राबधान तोकेको छ। तर बिद्यालयहरुले परिषदको नियमलाई उल्लङ्घन गरेको तथ्यांकले देखाएको छ।

असल शासन क्लब जिल्ला समन्वयन समिति सिन्धुलीले गरेको सर्वेक्षणले यस्तो देखाएको हो। जिल्ला सदरमुकाम देखि ग्रामिण भेग सम्मका दस जोड दुइ संचालित बिद्यालयहरुमा यस्ता शिक्षकहरु रहेको सर्वेक्षणले देखाएको छ। सदरमुकामका केहि नाम चलेका दस जोड दुइ संचालित बिद्यालयहरुमा समेत कम शैक्षिक योग्यता भएका शिक्षकहरु रहेको संस्थाले जनाएको छ। यस्ता शिक्षकहरुका कारण पठन पाठन प्रभाबकारी नभएको संस्थाले उल्लेख गरेको छ ।

सम्बन्धित निकायको प्रभावकारी अनुगमन नहुदा यस्ता कार्यले बढुवा पाएको हो। परिषदले दस जोड दुइ कक्षा संचालन अनुमति दिदा नै स्नातकोत्तर तह उतिर्ण शिक्षकहरुको प्रमाण पत्र मागे पनि बिद्यालयहरुले गैरशिक्षकका प्रमाण पत्र पेश गर्ने गरेको पाईएको छ। सर्वेक्षण अनुसार विद्यालयले परिषदमा पेश गरेका प्रमाण पत्रका शिक्षकहरु बिद्यालयका शिक्षक नभएर अन्य पेशामा अबद्दा भएका व्यक्तिहरु रहेको देखिएको छ।
